It's simple, really, there are a few reasons. Hillary! is so frequently mentioned in articles and on TV as the answer to the question of how do "we" fix the country? It begs that the exclamation naturally follows her name.
The italics are because whenever I hear/see her name as the "answer", I see it up in lights, much like a Broadway show. She doesn't even need to have a running mate or the election year. Just Hillary! The exclamation just breeds excitement.
